Recently, the department faced two challenges that underscore how integral Lexipol has become to its operations. The first challenge: development of a body-worn camera BWC program. InMinnesota passed a law requiring cities to adopt written policies before implementing BWCs.

The law specified eight topics the policy must address, from data security to circumstances where recording is mandatory. But how such topics were supposed to be addressed was not clear. Blanck keyed in on two provisions that would make the policy more functional for the CLPD. Blanck says. The second issue—whether to allow officers to view the video prior to giving a statement—was causing much controversy in Minnesota. However, the department also wanted its procedures to be in line with those of the Minnesota Bureau of Criminal Apprehension BCAthe agency which investigates many of the OISs in the state.

The adult male driver was cited for possession of marijuana in a motor vehicle and possession of drug paraphernalia. The officers advised the complainant of options. The driver of the vehicle was subsequently arrested for DWI. The officers verbally warned the businesses and educated the owners on the violation. After several warnings, officers arrested the male for disorderly conduct and obstruction with force. Upon arrival, officers found three adult females trespassing and advised them to leave.

The adult male driver was cited and released. The vehicle was towed and is being held for valid registration. The complainant was upset that a person had moved a political sign to mow and had not replaced it. Police mediated the situation. Officers attempted to stop the vehicle and the vehicle continued to 21st Avenue south of Main Street and stopped in the lot of Lakes One Stop.

The male driver became uncooperative and officers warned him about his speeding and other violations. Officers made contact with the suspect and placed him under arrest.
